Power BI changes Premium infrastructure in Gen 2. In Gen 1, you can manage your capacity’s available resources. But in Gen 2, all workloads are always enabled and cannot be disabled. Capacity resources are managed by Power BI per the capacity usage. For more details, you could refer to How to configure workloads in Power BI Premium - Power BI | Microsoft Docs.

This issue got resolved in the July 2022 release.
The Product team will release it as part of the March Desktop release.

The issue has been fixed in the latest version of Power BI Desktop.
Issue can be resolved by disconnecting VPN.

Currently, creating parameters in live connections data sources is not supported and it’s a limitations listed in the official doc.
