Pro License not recognized for an existing Pro user

Pro licenses for some of the users in my team are not being recognised. These are not new users and they have been accessing the reports using Pro licenses for sometime now. It is showing as Free User in 'Manage Personal Storage' option in the Settings menu. I have requested the office 365 admin to reset the user as Free from their end(I guess from the admin centre?) and I have submitted a new request for Pro licenses. But this issue now happened with couple of other users as well. So I would like to know if there is a fix to this issue as I cannot keep doing the workaround of downgrading and upgrading the Pro linceses for every user who encounters this issue.
