Some resources of the Community Site are not accessible in China region

Hi, 

This is Shiny from Shanghai, China. I found this issue from developer community and would like to report to you. It happend in China region. The stylesheet files can't accessible under cable or WiFi or 4G networks. It not depend on browser or computer.
