Analysis Services Tabular Live connection full model refresh causes downtime to Power BI Reports.

I have SSAS Tabular source live connection with Power BI Service report. When I do Full Refresh of SSAS Model, it brings the Power BI report down for 30 - 40 minutes. SSAS Full Model Refresh states that model should remain query-able while the data is being refreshed. What are the possible causes in this situation.

Could you provide more description about "Power BI report down for 30 - 40 minutes"? Is any error message prompted? Does refresh failure occur in desktop or service?
