1. Can you load dataset data before to create report in PBI Desktop?
2. Were you unable to load this problematic dataset or all datasets?
3. Do you have editing rights to this dataset?
4. Can other users call this dataset to create a report?

I can create a blank report with this information, but cannot pull this and 3 other datasets into an existing PBIX. 

They all seem to be in the same workspace.
