BUG in publishing DASHBOARDS only, new DASHBOARDS will not publish unless some randomreport is shown

We only tend to ONLY publish DASHBOARDS to our APPS. Since 2 weeks all newly added DASHBOARDS to existing APPS give the viewers a BLANK PAGE and or sometime a rights validation message.  After numerous attemps and outside help the issue could not be resolved. Just discovered a BUG. Only if you also add ONE RANDOM report to your APP in VIEW mode than the newly published DASHBOARDS will again be viewable by the audience. It has nothing to do with the underlying REPORTS to the DASHBOARDS need to be added to the content as well (since that had been correctly taken care of since the start). Please check and solve

We have reported the issue and submitted it to the internal icm platform 350702408, 

The bug has been registered and PG team is working on it.

Engineers will do their best to resolve the issue. I will update you here if there is any progress , please be patient.

Hello, the problem starts when we go into the new layout mode in PowerBi service. All dashboards then give errors after redeploying them, unless we enable view-mode to the underlying reports which is not desireable.
