I build in Power BI Desktop and then Publish. I scheduled a refresh, but when i manually refresh data, it gives the above error.

The problem is caused by the "Detect data changes" option. If you (can) disable it, then the error vanishes.

Interesting that its detect data changes. It would seem that Power BI pro isnt quite ready to go with Incremental processing possibly
