I am confused about the difference between granting access to a user vs adding a member to the app?

Users are added to the WorkSpace that is sort of like the first step of access that the user should be given. Once he/she has that the user can view all the reports and dashboards in the WorkSpace (given RLS is taken into consideration)
When a report/dashboard is Published as an App the users again should be given access to that App even though the App is fed via reports/dashboards in the same workspace. If a User is to access the Published App, he/she should have access to that App.
Users and Members can be used interchangably, but when adding someone it is referred to as Adding a Member

It looks like a big topic, could you concretize your question?
From the role point of view, administrators always could grant access to the menbers, and if you add a menber to the app, you could be the adminstrator or the creator of the app.
