The aim is to display different data for different users depending on the project access of that user. Is it possible to use dataflow for this purpose?
i.e The web API (JSON format) should be used as a data source for the dataflow and it should return different project information based on the logged-in user in a shared workspace to be able to see the report generated by that data.

It is not supported to implement Row Level Security (RLS) within dataflow in Power BI currently .There is an idea about this issue, please vote it up, https://ideas.powerbi.com/forums/265200-power-bi-ideas/suggestions/36678674-dataflow-row-level-security-rls , to improve the Power BI.
It is a place for customers provide feedback about Microsoft Office products . What’s more, if a feedback is high voted there by other customers, it will be promising that Microsoft Product Team will take it into consideration when designing the next version in the future.
We also submitted this feedback to the product group internally, so that the product group can pay attention to this problem and speed up the issue repairing.
You can pay attention to the power bi announcement. The new feature will be announced once released.
