I am aware about integration of Azure EA account with Power BI but my customer is having 22 subscription in EA account. now they want to enable the monitoring for one subscription for one user and dont want to expose all subscription data in power bi.
Is there any way to do the same.

You can try to use Azure Consumption Insights connector in Power BI desktop, and filter data for this specific user in Query Editor. See: https://docs.microsoft.com/en-us/power-bi/desktop-connect-azure-consumption-insights
