Why do I see 'desktop-style' outlines around my visuals in Power BI Service Reading View?

Hi guys

Since 16-Sep-22 all of my reports that are published to a Power BI Service workspace (be it my personal workspace or workspaces with premium capacity) show an outline around each visual / object when my mouse passes over it. This is the case not just for me but all of my report users. 

This is the behaviour we see in Desktop or in the Service when editing a report. I have never seen this behaviour in Reading View in the Service. Is this part of a release / new feature? Regardless, anyone know how to disable it? It's not a pleasant experience when using (rather than editing) reports.
