At this moment I'v a report consisting of a lot of pages (tabs).
Some of those pages can be understood/used by a lot of users.
Some other pages are only meant for some specialists.
Some other pages are only meant for administrators/project-owners.
How can I achieve that a project-owner can see all of the pages of this report published to the power-bi-service?
A specialist can see only those pages meant for him (and the 'normal' user)
A normal user can see only his selection of pages.

@eddydm There is no way currently to be able to limit audience to the tabs within report. You will have to have three seperate reports for each type of users. You can also consider row level security. Other ways are create and publish content packs to specific groups such as project owners groups, specialist groups.

I repost the question. In last updates it's possible to hide pages from users other than the developer/owner.
Can we achieve this by some rolemanagement?
