Use case:
There exist an organization who wants to showcase their report/dashboards to 350+ users over he web (including people from the organization and other than organisation also) A few licenses to be bought for development purpose. Which license to buy pro or premium!? If premium which one to be exact? Per user or per capacity ?
Well there are mentions that: Consume content without a per-user licence feature is only available in premium capacity license

For Power BI Premium license, if you want free user colud view the content in the premium capactity workspace, you need buy P sku.
For pubulish to web, only Power BI report could publish to web, when you choose public to web, everyone colud view your report, so it is not security.

With 350+ consumers of the Report, it may be more cost-effective to purchase a Premium Capacity licence. Your Report developers will require a Pro licence to create the Report, but once they publish it to a Premium Capacity workspace it can be shared with users who only have a Free Power BI licence. Note that it is only content shared on a Premium Capacity workspace that can be shared with users who have a Free licence. This won't work with a Premium-Per-User(PPU) licence.
The cost of a Premium Capacity is such that, for a smaller number of users, say less than 400, it may be more cost effective to purchase each user a Pro licence so thay can consume the Report. This certainly is cheaper with a smaller number of users (up to 300), but when you start getting into 400+ users the cost for that number of Pro licences becomes more than the cost of a Premium Capacity licence.

You can use "Publish to web" with a Pro licence, then anyone can see trhe published report. However this is searchable by anyone and should not be used for secure or proprietory information.
