I have multiple reports built on the same dataset that I want to share with someone from another organization.
This dataset is made up of both SQL queries from a server that is inside my organization and excel sheets.
Is there a way to share these reports with someone from another organization and give them permission to update the excel sheet portion of the dataset but prevent them from editing the SQL queries.
This is not for security reasons as they already have access to this data. It is more to prevent people from other organizations putting too much pressure on the SQL servers by refreshing the query too often.

Now Power BI does not support the feature. Maybe you can try to split into two datasets then manage the permission.
To open the dataset manage permissions page:
From the data hub: Select Manage permissions on the More options (…) menu.
From the Share dataset dialog: In the dialog header, select Manage permissions on the More options (…) menu. This opens the Manage permissions side pane. In the side pane, choose Advanced at the bottom of the pane.
These actions will open the datasets manage permissions page. The manage permissions page has two tabs to help you manage dataset access.
