Have published a workbook to PowerBI (not an import). This was a workbook connected to a PowerBI dataset. It is saved in Onedrive for Business. Why can you not refresh or filter or basically do anything in Excel online? Do you have "Edit in Excel" to do any filtering, including refresh? If it is NOT the user who created and uploaded the workbook, can the that user Edit in Excel, Refresh, Filter and then save as needed? Thanks in advance!

These are just workbooks that I have created in Excel that are attached to a PowerBI dataset, saved in OneDrive and then "Connected" in PowerBI. They are starting points for users to work with the data, not really intended to put in a dashboard or anything. So knowing that, can a user take the file Edit it in Excel, can they make changes and refresh then save the updates? And then will these updates show in PowerBI once the next user comes in and sees the file?

I think you choose 'Connect, Manage and View Excel in Power BI'. Data refresh is not supported for workbooks with no data model.
When you choose Connect, your workbook will appear in Power BI just like it would in Excel Online. But, unlike Excel Online, you’ll have some great features to help you pin elements from your worksheets right to your dashboards.
You can’t edit your workbook in Power BI. But if you need to make some changes, you can click Edit, and then choose to edit your workbook in Excel Online or open it in Excel on your computer. Any changes you make are saved to the workbook on OneDrive.
I'd like to suggest you choose this option if you only have data in worksheets, or you have ranges, PivotTables and charts you want to pin to dashboards.
