My opinion: Microsoft has to give admins all rights to deactivate/hide functions.
In ths case: Enduser could open new filter panel. This function is often not suitable for standard-users (= no data scientists)

Hi @rainerpowerbi ,
Based on my research, the options on the topright of a tile are shown in power bi service by default, it could not be hided / disabled.
We can only select a blank area in the canvas to close the action menu.

Hi @rainerpowerbi ,
It means currently we can only close the action menu by placing the mouse pointer outside the tile, instead of hovering the pointer on the tile.
