It looks like a problem with the data source. You can check whether the gateway connection is normal and whether the report can be refreshed successfully. And does the person who opens the report in the service have permission to view all dataset(all datasource)?

This is really strange. You may be missing on some filter or App pointing to a differnt datasource.
How does it look on the report in workspace? (not App)
