Is it possible to publish only the visuals without publishing the underlying dataset? My goal is to keep the underlying dataset on my local machine.

@centroid , No, I do not think so. Power BI service needs the dataset to run.
As a solution
You can use a direct query connection to an on-premise database (like SQL Server), In that case, no data will be sent to the power bi service dataset. You need to use the on-premise gateway to run the report on power bi service

In addition to the method @amitchandak said, you can also consider using Power BI Report Server. It is an on-premises report server with a web portal in which you display and manage reports and KPIs. And SQL Server is used to host the report server databases. Your underlying dataset is kept locally.
