Please try to use ISINSCOPE function to show the correct average in total, like this:
Utilization =
IF (
ISINSCOPE ( 'Main table'[Description] ),
DIVIDE ( [Labor Hours], [Hours Worked], BLANK () ),
AVERAGEX (
DISTINCT ( 'Main table'[Description] ),
CALCULATE ( DIVIDE ( [Labor Hours], [Hours Worked], BLANK () ) )
)
)
