Bubble Chart scale or legend for bubble size

I am new to Power BI and am looking for a way to display a bubble chart legend or scale to quickly reference the volume based on the size of the bubble without having to hover over it for the tool tip. I am looking for this to dynamically change when slicer selections are made. 

An alternate could be static bubble sizes with a legend(scale).

There is a visual of SAP Lumira Designer . 

It is suggest to try similar  custome visuals in powerbi app source.

@v-easonf-msft unfortunately the impact bubble does not have a don't summarize option for the x and y axis. I am using date as the x and time of day (hr) as the y.
