Clustered column filter above below by default

I have a clustered column chart displaying different variance data

I want to by default only show the bars above/ below +3/-3% as per the constant lines with an option to show all.

How would I accomplish this.

I have tried ask a question about data, but that appears to only work with singular data points which haven't been referenced before.
