need more information. What type of oracle connector did you create on the gateway? ODBC, SQL*Net, with or without TNS ?
You need to use exactly the same connector on the desktop as well.
I configured in TNS. I connected as below connection string at power bi desktop and it looks good. So I added in power bi service.

On-premises gateway is required when connect to Oracle, and please make sure Oracle is installed in the same machine with the one which on-premises gateway located in. You can refer the following second documentation to configure the related data source.
