No, you can manipulate existing images, but there is no way in Power BI service to insert an image to a Report. In a way I understand this, where would the Service store the image ?
I thought it may be possible by using an HTML or Image viewer custom visual, but these all need the HTML or Image path to be loaded into a field or measure. But if you haven't already got a field or measure in the dataset you can't create fields or measures in Service, so again you're stuck!
You're going to have to download the PBIX and add the image in Power BI desktop.
