We are an Organization with 200 Power BI users, do we need to upgrade to Power BI premium from PBI Pro? If yes, what are the benefits and how to do it? Should we go with Microsoft recommendation partners or we can do it on our own?

#1, AFIAK, p2p share features are changes to pro license, both sender and receiver required pro licenses.
Power BI service features by license type
So if your organization has enough users or needs to share with a lot of users which not has pro licenses. You can consider upgrading to premium. (the shared contents which assigned into premium capacity not required pro license to use.)
#2, I'd like to suggest you use official methods to upgrade, it contains complete supports if you have anything questions for faced something issue. For the partners, they may have some discount on payment but not able to directly activation in the official channel and not provide the official support for the issues or refund related requirements.

Quick question: My organization wants a dashboard with "real-time" data with 15 minutes refresh throughout the day from database data pull. It is assumed that this feature is only available with Power BI premium. There is no way this can be done with PBI Pro. So, is it worth to upgrade to premium only to support "real-time" data?
@Anonymous - You'll get a number of features in Premimum as compared to Pro account.
