I had changed the permissions for users viewing our reports so they did not have "Build" permissions. We did this so they could not build reports off of our datasets since they could have confidential information. However, since doing this the option to export data from any of the visuals is gone. After doing some digging around I tested out adding build permissions back to the users and the export button was available again. Is this a bug in Power BI? They should not have access to all underlying datasets just to be able to export information from a visual.
Totally agree with OP, this is a weird design choice. There is a idea posted that this should be separated, where you can vote on the change:
Sadly it's not a bug because they have it in their documentation. It's just stupid.
Has anyone found that this is something that's started happening recently? We have reports that some users can export from and others can't. Permissions are the same on the app for both users, the only thing that's different is when they were added in permissions to the all.
This started occuring in June when they released permissions on Datasets (adding the build permissions)
They also granted users the ability to see all the data in the dataset if you shared your report with users before June

To export the data from a visual, you need to have Build permission for the underlying dataset.
