Sharing with external users

Hi! I currently have a PPU licence and from what I gathered I can only share content with other PPU users. Is that right? Is there any way to circumvent this limitation and share reports with nonPPU users?

Do external users have to have a Pro license in place before you can give them access?  I have users who currently don't have a pro license.  I was hoping the link would prompt them to get the pro license but I can't even create it.

With sharing, whether you share content inside or outside your organization, you need a Power BI Pro or Premium Per User (PPU) license.

Your recipients also need Power BI Pro or Premium Per User (PPU) licenses, unless the content is in a Premium capacity.

You can refer to the following methods to share your reports and dashboards：

1. First, you can put the contents of the workspace into premium capacity：

2. If you want to share it with users outside the organization, you can try this method：

The guest user must have the proper licensing in place to view the content that you shared.

There are a few ways to make sure the user has a proper license: use Power BI Premium, assign a Power BI Pro license, get a Premium Per User (PPU) license, or use the guest's Power BI Pro license.

3. If you don't want to buy Premium and Pro licenses, you can try publishing to the web.

However,when you use Publish to web, anyone on the Internet can view your published report or visual. This method is not safe.

@Migasuke is correct. You can share content with Pro license users as long as it isn't part of a premium workspace. The PPU license is not intended to allow sharing premium workspace content with non-premium users. This is by design. If you want users with only a Pro license to be able to access premium workspaces, then you'd need a premium capacity license (which starts at ~$5k/mo). You don't get this with the much cheaper PPU license.

You can share with other users who have Pro license. Just be sure the content you want to share is not on Premium workspace (Workspace with diamond icon).
