I am a Pro User. Another Pro User within my organization created content that I cannot access. When I try to access it, it gives me the following screen:
When I click on the "Request Access" button, it does not generate an access request...It merely gives me the following screen:

The workspace is in Premium Per User content:
Pro users have no access to Premium Per User content.

Nothing. I end up on my Power BI home page with no access to the report.
The owner of the dataset, where did he publish the report? he needs to publish it to a new workspace (not into My workspace). after you clicked Not now, did the other Pro user receive a message to Grant you access to the report?
