There is no such thing as a "Premium user".
- You have a Premium capacity (P1, P2, P3 etc) where you can create Premium workspaces.
- You can have users with a Pro license that can administer these workspaces and can manage the content to be shared to users.
- One advantage of a Premium capacity is that report users do not need Pro licenses if the content is shared via the App (as opposed to directly from the workspace)
And then there is PPU (Premium Per User) which is a hybrid between a Pro License and a Premium capacity.
