I have created an IIoT dashboard in PowerBi for my company and we wish to share it with customers. We do not want the customers to invest in any licenses for PowerBI to view this dashboard. We will, at some point have many such dashboards for different users ALL outside our organization. Which would be only for viewing and not editing.
What is our best bet? I am unable to give access to external users on my dashboard and only the people in my company could view it.
We don't mind having to buy Pro or even Premium? How will publishing work? I read something about publishing on an app, would that be my ideal solution?

To share Dashboards with External Users you need Premium License Capacity.
Just make sure that it is really what you need due to the price for the License. For instance a Pro License can do the job if you want to share the report (not the Dashboard) with Public.

Even the dashboards are shared with app, end users will need Pro licenses to view these content unless the app is resided in Premium capacity. In addition to purchase Premium capacity, you can also assign Pro license to your guest user.
