just to be sure: the Power BI Premium User is a dedicated capacity like Power BI Premium, right? So you can select different sizing like for the Power BI Premium?

As far as I’m concerned, Premium Per User (PPU) is a new way to license premium features on a per-user basis. It includes all the features of the Power BI Pro license. But you can’t select different sizing for it like the Power BI Premium. Because the Premium capacity is called “Premium Per User” when you selected it in the capacity of your workspace and the pricing of it is fixed to $20 per user/month.
Here is the difference in size and function between the Premium Per User and Per capacity:
