For the last 4 days our Power BI Premium Capacity Metrics refresh has been failing with the same error message:
Web.Contents failed to get contents from 'https://api.powerbi.com/capacities/xyz123/metrics/refreshThrottlingWaitTime/' (500): Internal Server...
Up until 4 days ago, we hadn't had any issues with the refresh. Any help would be appreciated.

I'm thinking it may have to do with this:
Data refreshes must complete in less than 2 hours on shared capacity. If your datasets require longer refresh operations, consider moving the dataset onto a Premium capacity. On Premium, the maximum refresh duration is 5 hours.
I'm currently around 2 hours since refreshing and it's still spinning. Waiting to see if it'll die with the same error message at 2 hours. Not sure what would be causing it to go longer now, before it was approx 45 minutes. We have been pounding the API calls the last week or so, wondering if we are being throttled and it's causing the time to past 2 hours.
Okay I was noticing mine was taking longer than usual as well. Usually mine takes about 30-45 minutes. Wonder if the longer API calls is something happening on the Power BI side though since we're both noticing our reports went from a refresh time of about 45 minutes to 2 hours...
I am having this same exact issue with the same story. Worked fine until a few days ago.
