Power BI Licensing -- Modify Report in App Workspace

Hi:

Is it true that you cannot use the free Power BI licensing, if you want to modify a report in an app workspace?

Why is Pro licensing required for such modification?  I thought that Pro licensing only came into play for "collaboration/sharing".

Think about it - a workspace by default is used for collboration/sharing so it requires Power BI pro or Premium.
