We're just getting started with PowerBI and looking to start developing after an initial recent POC.
We currently have an Azure Tenant / O365 / Azure AD, so am looking for some advice on how best to approach setting up the Power BI environments to match our development pipeline, from Dev, test, preproduction, and finally into production.
We're mainly an AWS house so we're looking for connectivity through to AWS I guess via the gateway.
Do you tend to create a new
Azure AD tenant for the various environments?
Is it best to develop using the PowerBI Pro or the Premium (capacity)? I read somewhere that capacity is not required for development?
If you could advise and share your experiences with getting this setup in your organisation that would be most helpful!

You can embed your report contents to a third-party app from power bi service without a premium license or dedicated capacity, pro license is enough. However, you need to register a access token in azure portal using your aad account, please refer to: https://docs.microsoft.com/en-us/power-bi/developer/embedding.
In addtion, If your dataset is very large I would recommend you to purchase premium license because power bi pro has a 10GB dataset size limitation. https://docs.microsoft.com/en-us/power-bi/service-premium
