This has been a known issue over a week now, curious what others are doing for work around. We've been able to help our customers "Updating/Publishing" the app as admins but, i'm surprised MSFT has'nt found a way to fix it yet.

We are very sorry for the inconvenience. Indeed, this is a known issue, if you still can't realize the contributor update app function, the official solution is to give the user admin or member permission to update the app.
Because fixing this issue requires a very complex process, the fix is already in the process of being deployed, and some areas may not have been deployed yet, so please be patient.

It appears that this has been fixed and our contributors are now able to update the app.
