Migrating issues from Power BI Premium per user (PPU) to Premium per Capacity (PPC) P1 - Urgent

Hello everyone,

currently we are migrating our Power Bi license model from PPU to PPC P1. We have got plenty of workspaces including large data sets (5-10gb).

We are doing the following:

1. using dataflows to import data in import mode (we can't use direct query)
2. Setting up incremental refresh in PBI Services for dataflows
3. Developing data model in PBI Desktop including incremental refresh (RangeStart & RangeEnd Parameters) --> partitioning
4. Publishing data model in PBI Services

• Initial Load
  • initial full load for dataflows is working fine both in PPU and PPC
  • initial load for dataset is working fine both in PPU and PPC
• Refresh full data (without incremental Refresh)
  • Refresh full data for dataset is working fine in PPU
  • Refresh full data for dataset is not working in PPC --> We got the following error message:

Because of the error message, we included incremental refresh/ partitions in our data model to optimize memory usage (max. limit 25gb). 

But now incremental refresh for dataset is taking several hours (refresh manually canceled after 12+ hours).

We do not want to Upgrade our PPC P1 to P2/P3 as it would cost us a lot more.

Can you please answer the following:

How can we optimize our data model in terms of memory usage while refreshing, without changing import mode to direct query?
