If i have an email account at a client, can my company pay for there PRO license. So that the client can use his orginal company account an his company address-book. And not get a account from the company i'm working for.

I think your client's account is external user in your organization.
You need to add the client's account as a guest user in your organization by ad hoc invites or planned invites.

After the user be a guest user in your organization, you need to turn on some setting in admin potral.(Need Power BI Admin and Global Admin to use admin potral)
For more details : Allow external guest users to edit and manage content in the organization
The guest user must have the proper licensing in place to view the content that you shared.
There are three ways to make sure the user has a proper license: use Power BI Premium, assign a Power BI Pro license, or use the guest's Power BI Pro license.
So, if the client account is free license, your organization need to upgarde to Power BI Premium.
Or you can assign a Power BI Pro license to your client in your organization.
Or the client can buy a pro by himself.

If you are using External users and Guest accounts in Azure Active Directory as long as the user account has got a Power BI Pro license (Which could be in his actual company tenant) you do not need to buy an additional Power BI Pro license.
If you can let us know if it will be a user account within your company domain or an external account?
yes, but that would be between both company agreetment not so much a licising issue, you can share report to other premium and pro user between them even to other tenants you need to share them the report or app.
