I have a Power BI app for part of the organisation with an audience of 6 people.
If a user (who are not in an audience for the app) requests access to the app, all users in the audience get an email with the request, even though these users are only viewers in an audience and not members of the workspace.
How can I limit this, so only I (as the admin of the workspace for the app) get requests for access?

You have misconfigured the "Send access requests to" to include the app permission list. That setting should only go to the dataset owner(s)
