How was this report built?

This is probably pretty basic, but I'm wondering how this report was made?

Specifically, when you choose an option from the slicer, a county is highlighted but is non interactive.

So it isn't a shapemap?

Is it just a bunch of images, one with each county highlighted, and then uses bookmarks?

What do you mean "non interactive"? 

 

When you selected an item in slicer, the entire context became one county only so that the other counties are grey. And the bars are both cascading calculated properly.

My bad. For some reason, when I viewed it initially the map was not clickable.

I am seeing it now.
