Based on my test, the background of the visual will be removed after publish to Power BI Service. And currently, we are not able to set background color for dashboard. You can see this idea and vote on it: Change background color on dashboard.
In your scenario, I would suggest you change Detail Labels Color as visible color instead of white color. Then publish it to the dashboard, the data labels are visible.
