What could be the reason the export underlying data option is disabled? I have exhausted all options, checked the report setting for allow user to export underlying data etc. Even imported just one simple table with three columns - to no avail. The same workspace allows export of underlying data from other reports.

I found out the reason - needed to add an aggregate (I just used countrows) to the table to enable export underlying data.

In the Power BI Service Admin portal->Tenant settings, make sure that the "Export data" option in the "Export and sharing settings" section is enabled
