Is there a way to disable export data for list of users and enable it for some in power bi app on the service pr any other way this can be done?

Hi there. Well the PowerBi Admin can go under Admin Portal in the Tenant Settings check this option out.

You can create a Security Group in Azure AD to allow the export for specific users. That would be apply for the whole Organization.
