Expected vs Actual behavior when publishing app to entire organization

We have a workspace with limited users (data team only) that we want to publish to the entire org.   When publishing to the App from the Workspace, we select Audience tab -> Grant Access to Entire Organization.   My expectation is that everyone in the org, who has a free Power BI license (b/c we use O365) will have access to the report without requesting access.  This is not happening;  the user still has to request access from our team.  

What is the proper way to give all organization users access to an App without requiring them to request access first?

If you want to create and share content, or open content that someone else shared with you, you must have a Pro license or a Premium per-user license. You might be able to sign up for a free 60-day trial of the Power BI Premium per-user paid version. When the 60-day trial expires, your license reverts back to the previous version, either free or Pro, and you no longer have access to features that require a Power BI Premium per-user license.

Only P SKUs and F SKUs larger than F32 allow free Power BI users to consume Power BI apps and shared content in Power BI service. Smaller F SKUs require a Pro license to consume Power BI content.

That doesn't seem to be the case.   Only two users in our organization have Pro licenses.   All users can view reports if they are given App access (via Audience).   What I'm trying to solve for is:
1) Managing access to Apps using distribution lists instead of invidual members.   When we use distribution lists to grant access, the individual users do not automatically get access to the App content.  They are required to request access which I'd like to avoid.
