I am having issues connecting to a database on a server where I installed On-Prem GateWay. I am running it in Enterprise mode and the server (the MS "test" server) sees the gateway is running, but when I try to connect to a data set on the server, I get
Could it be a firewall issue? If so, is there anything I can do (except turn off the Firewall) to fix this?

Could very well be the firewall. Might have to open some ports. Double check connection string.

And if it is not there, then you could post it.
If you have Pro account you could try to open a support ticket. If you have a Pro account it is free. Go to https://support.powerbi.com. Scroll down and click "CREATE SUPPORT TICKET".
