We want to enable members of the Power BI App to export data from visuals in the report to Excel, and at the same time disable the build-permision. That is, we dont want them to be able to connect to the Power BI dataset. Is that possible?

You can manage the permission of the dataset like the following, this will not effect the export data permission.

At some point, you may need to remove Build permission for some users of a shared dataset.
In a workspace, go to the Datasets list page.
Select More options (...) next to the dataset > Manage permission.
Manage permissions
Select More options (...) next to a name > Remove build.
Remove Build permission
They can still see the report built on the shared dataset, but they can no longer edit it.
