My company has an F64 pay-as-you-go license. We have E3 Microsoft licenses. Is a Power BI Pro license required to create and share content?

Asking because it seems like I have read conflicting documentation.

@algunn14 Yes, technically you are required to have a Power BI Pro license to publish content to a Premium (P SKU) or F64+ SKU.
