I'm starting to use Deployment Pipelines for my dataset which is set to be incrementally refresh.
I have a scenario when I don't do any changes but I need to do full refresh on each environment because source data has been changed.
How can I do full refresh of the test/production environment in the PBI service? Should I do that using Management Studio, connect to dataset instance and run full refresh there? Is there any other way?

In addition to refreshing the full partition using the SSMS connection datasets, you can also try a full refresh using the Datasets - Refresh Dataset In Group Rest API. Here is my test request.
Request URL:
POST https://api.powerbi.com/v1.0/myorg/groups/{groupId}/datasets/{datasetId}/refreshes
Body:
{

"commitMode": "transactional",
"maxParallelism": 2,
"retryCount": 2,
"applyRefreshPolicy": "false"
