We are trying to avoid refreshing all of the data in service.
We cannot do incremental as historical data changes as well (some rows may get updated and some needs to be deleted).
Is there a way to delete data that we can create flags on and upload the new data in there?

Yes, you can delete data in Power BI by creating a flag column in your data source that indicates which rows should be deleted. Then, you can use Power Query to filter out the rows with the flag value, and load the remaining data into Power BI. Here are the general steps:
1. Add a flag column to your data source that indicates which rows should be deleted.
2. In Power Query, filter out the rows with the flag value.
3. Load the remaining data into Power BI.

@v-rongtiep-msft will the older data stay as it is in the service? Trying to avoid refreshing everything all the time. Older data stays as it is and changed data only gets updated in the service.
