Hi @nagaraj007 ,
It is not supported to show Tooltip on dashboard in Power BI currently .There is an idea about this issue, please vote it up,Customized Tooltips don't show on Dashboard Tiles , to improve the Power BI.
It is a place for customers provide feedback about Microsoft Office products . What’s more, if a feedback is high voted there by other customers, it will be promising that Microsoft Product Team will take it into consideration when designing the next version in the future.
We also submitted this feedback to the product group internally, so that the product group can pay attention to this problem and speed up the issue repairing.
Best Regards,
Amy

Hi ,
After creating tool tip you have to do some setting on the page where you want to display this tooltip.
In the tooltip page:
step 1: you have to on Tooltip option in the page information option
Step 2: Page type is Tooltip in Page size option.
step 3: Then go to page where you need to show this Tooltip and click on the visual on which tooltip required go to its format property and on the tooltip option and there you can find pagename where you have enabled tooltip .
PS: without doing step 2 tooltip page will not appear in step3
I have done these steps in desktop. But my concern is its not showing up in power bi SERVICE DASHBOARD.
