When you publish or update app from workspace, you can add the external user e-mail in the Permission page, he will receive an e-mail and visit this app by the e-mail link:

If you have access to admin portal in power bi service, please check the below setting in tenant settings:
If you don't have access, please contact you administrator of your tenant to check it.

In fact I came cross an issue that I cannot publish the APP when I added external users in the specific individual or group box. It pops out a warning saying something went wrong, failed to publish app.
Any chance you know the reason?
