I would like my users to be able to use "Analyze in Excel" to explore datasets, so I need to grant them "Build" permission on the datasets. However, I do not wish them to create new reports, which Build permission also allows them to do. Is there a way to do that?

As far as I know, this cannot be done. According to the official Microsoft article description, Analyze in Excel prerequisites are below:
Member role and Build permission for a dataset will have permission to create a new report ,I test it ,except remove the permission or change role ,I could find other ways to disable user to create new report.
